RTI – SENSITIZATION WORKSHOP ON PRECAUTIONARY SPILL IN THE EASTERN REGION

On Tuesday, 23rd July 2024, a sensitization workshop organized by the Volta River Authority (VRA) was held at the residency of the Eastern Regional Co-ordinating (ERCC), Focusing on the potential precautionary spillage of the Akosombo Dam. This was attended by the Eastern Regional Minister, Hon. Seth Kwame Acheampong and some selected officers of the Council.

This initiative by the Volta River Authority (VRA) aimed to update the Eastern Regional Coordinating Council (ERCC) on hydropower operations, specifically regarding precautionary spillages, forecasts, and emergency preparedness. The meeting sought to enhance public awareness and understanding of emergency protocols.

Mr. Kenneth Arthur, Deputy Chief Executive Officer in charge of Services at the VRA, provided a significant update on the Akosombo Dam’s current status. He assured residents that although the reservoir’s current water level is lower than that of the same period last year, no decision had been made on a precautionary spill. He emphasized that any potential spillage would be managed carefully to minimize its impact on surrounding areas.
He explained that a precautionary spill discharge of 50,000 cubic feet per second (CFS) would be contained within the river channels, reducing the risk to nearby structures. Mr. Arthur highlighted the importance of ongoing community engagements and the dissemination of flood risk information to keep residents well-informed and prepared.

The VRA has been actively engaging with six potential affected districts in the Volta, Greater Accra, and Eastern Region. This proactive approach aims to raise awareness, gather feedback, and develop effective flood management strategies. By involving local residents and stakeholders, the VRA ensures that all voices are heard and considered in the planning and preparedness stages, while working closely with the National Disaster Management Organization (NADMO)

Ms. Akosua Owusu-Efaa, an engineer at the Water Resources and Renewable Energy Department of the Authority, highlighted that flooding typically occurs in low-lying areas and river channels where development has taken place. She emphasized that vulnerable districts, particularly those near the Keta Lagoon and riverbanks, would receive advance notice before any potential spill as part of a proactive communication strategy to mitigate the impact.
The workshop underscored the importance of preventing new developments in river channels to avoid future property damage. Municipal and district assemblies were urged to enforce regulations to protect the integrity of waterways. The VRA plans to extend its engagement to all the ten districts within the lower Volta area to ensure a comprehensive preparedness plan.

The Eastern Regional Minister, Mr. Seth Kwame Acheampong, expressed gratitude to the management of VRA for their continuous efforts in engaging with the RCC. He reiterated the importance of implementing the discussed measures to prevent incidents like last year’s flooding and expressed confidence in the Authority’s commitment to safeguarding the communities.
The sensitization workshop highlighted the necessity of ongoing community engagement, technical preparedness, and collaborative efforts between the VRA, local government machinery, residents, and other stakeholders. As the region prepares for potential spillage scenarios, the ERCC remains dedicated to ensuring all precautionary measures are put in place, fostering a safer and more resilient community.
By focusing on proactive measures, effective communication, and community involvement, the Eastern Region is better equipped to handle any potential spillage and protect its residents. The ERCC will continue to work closely with the VRA and other stakeholders to ensure the safety and well-being of all affected communities.
