The Department of Human Resources was established as per the Second Schedule of the Local Governance Act, 2016 (Act 936) and the Office of the Head of the Local Government Service letter number OHLGS/FC/45/07 dated 10th April, 2019.

Objectives of the Establishment of the Department of Human Resources
- To ensure that approved Human Resource policies and guidelines in the Local Government Service are translated into good management practices and effectively carried out at the ERCC and M/DAs in the Eastern Region.
- To achieve the organizational goals by proper utilization of qualified human capacity and resources.
- To develop and maintain healthy working relationships among staff of the Local Government Service and integrate individual and team goals within the Region.
- To build the human capital of the ERCC and M/DAs which shall lead to a better service delivery to meet client satisfaction,
General Functions and Responsibilities of the Department of Human Resources
- Set performance standards within which the Eastern Regional Coordinating Council and M/DAs shall carry out their functions and discharge their duties in the Region.
- Implement policy guidelines for handling matters relating to postings, transfers, training, promotion, remuneration, discipline, and grievance.
- Monitor and evaluate the performance standards of the Eastern Regional Coordinating Council and Assemblies in the Eastern Region.
- Monitor and evaluate the implementation of the Performance Management System of the Local Government Service at the ERCC and M/DA level.
- Establish an effective salary and compensation administration system at the ERCC and Assemblies in the Region
- Develop and coordinate the Human Resource plans and assess the Human Resource needs of the Eastern Regional Coordinating Council and Municipal/District Assemblies in the Eastern Region in consultation with the Office of the Head of the Local Government Service.
- Develop and coordinate training implementation plans of District Assemblies and the Eastern Regional Coordinating Council in consultation with the respective Assemblies and the Office of the Head of the Local Government Service.
- Implement professional standards and guidelines for the various categories of staff according to the laid down protocols of the Local Government Service.
- Work in consultation and close cooperation with other Decentralized Departments, Ministries, Agencies, and other public services in the Eastern Region.
- Develop systems for effective workflow and feedback on Human Resource activities at the ERCC and M/DAs within the Region.
- Ensure the development and enforcement of an effective system of discipline within the ERCC.
