The Eastern Regional Minister, Mrs. Rita Akosua Adjei Awatey, has emphasized the importance of adhering to public financial management regulations as the region prepares for the 2026\u20132029 Composite Budget. Speaking at the Regional Composite Budget Hearing in Koforidua on Tuesday, October 21, 2025, she reminded the Municipal and District Assemblies (MDAs) to comply with relevant laws and regulations, including the Public Financial Management Regulations, 2019 (L.I. 2378), and the Public Procurement (Amendment) Act, 2025 (Act 1139). <\/p>\n
The hearing forms part of preparatory activities for the 2026\u20132029 Composite Budget being conducted concurrently across all sixteen regions.<\/p>\n
The Minister highlighted key principles that must guide the budget preparation process, stressing that all transactions must be processed through the Ghana Integrated Financial Management Information System (GIFMIS) to ensure transparency, real-time monitoring, and credibility of fiscal data. She also emphasized the need for budget submissions to remain within the ceilings communicated in the 2026\u20132029 Budget Preparation Guidelines and for expenditures to stay within appropriation limits.<\/p>\n
Mrs. Awatey cautioned that commitments outside the approved budget will attract sanctions under Sections 96\u201398 of the Public Financial Management Act, 2016 (Act 921). She further stressed the importance of promoting ownership, transparency, and accountability in the budget process, noting that the 2026 Composite Budget must be approved by the General Assembly and signed off by both the Presiding Member and the Coordinating Director.<\/p>\n
